Description

DESCRIPTION. The National Park Service, Lewis and Clark National Historical Park (LEWI), located in Clatsop County, Oregon; has a requirement for septic and vault toilet pumping and servicing at multiple locations in the park. This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 (effective March 13, 2026). The solicitation number is 140P8526Q0036 and is issued as a Request for Quotation for a firm fixed price commercial services contract. The performance period includes a one (1) year base and not to exceed four (4) one-year option(s). This solicitation is a 100% total small business set-aside in accordance with FAR 19.502-2, and the NAICS code is 562991. The small business size standard is $9.0 million in average annual receipts for the past three years. The government intends to award a single firm-fixed price contract resulting from this solicitation to the responsible Offeror (pursuant to FAR subpart 9.1) whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: price, technical capability, and past performance. The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. Offerors are advised to submit a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition. INSTRUCTIONS TO OFFERORS: Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent�s quote not being considered for award. All interested parties shall be registered in the System for Award Management or SAM at time an offer or quotation is submitted.
