Description
The NAVSUP Fleet Logistics Center Pearl Harbor (FLCPH) Regional Contracting Department intends to issue a Request for Proposal (RFP) for the operation and maintenance (O and M) of Navy communication, electronic, and computer systems at Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC), Oahu, Hawaii and Geraldton, Australia. The North American Industry Classification System (NAICS) code for this procurement is 517919 with a size standard of $32.5M. These services are currently being performed under task order N00604-16-F-3004 by BAE Technology Solutions and Services. Services in support of NCTAMS PAC O and M will include, but are not limited to the Fixed Submarine Broadcast System (FSBS), Global Broadcast Service (GBS), Global Command and Control System (GCCS), Information Technology (IT) Support, Regional Top Level Architecture (R-TLA), Host Based Security System (HBSS), Information Assurance (IA), Computer Network Defense (CND), Mobile User Objective System (MUOS), Information Management (IMS) IT Support, and Ballistic Missile Defense System (BMDS). The resulting contract will provide support services in the following mission critical areas: Hawaii Communications Electronics, Equipment Calibration Services, GCCS IT Support, Host Based Security Systems and Information Management IT Support. The anticipated clearances are Secret in Hawaii sites, and Top Secret in Australia sites. The anticipated contract duration will be a twelve-month base period and four one-year option periods. NAVSUP FLCPH intends to solicit and award a firm fixed price noncommercial services contract for NCTAMS PAC O and M services on an unrestricted, full and open basis, utilizing FAR Part 15 (Contracting by Negotiations) procedures. The selection process will be conducted in accordance with FAR Part 15.101-1; offers will be evaluated through the tradeoff source selection process. The RFP is anticipated to be issued on or about September 30, 2017. The RFP closing date and time will be specified in the RFP and will be no less than 30 days after the issuance of the RFP. The date, time, location, and registration for the Industry Day event and site visit will be specified in the RFP; the event will be conducted during the RFP period. The RFP, its attachments and any amendments will be posted on the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil and will also be available at the Federal Business Opportunities (FBO) website http://www.fedbizopps.gov. Responsible firms may submit a proposal in response to the forthcoming RFP, but must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM. Please register with the NECO and FBO sites so that your firm will receive applicable emails. It is the sole responsibility of the offeror to monitor the NECO and FBO websites for updates. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from either NECO or FBO websites and to monitor the sites for any amendments to the RFP. An offeror’s list will not be maintained by this office. No telephone, facsimile, or paper requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and any amendments prior to the due date and time for receipt of offers may render a vendor’s offer as non�?responsive and will result in rejection.
