This RFQ is for brand new services never acquired under contract in the past, therefore this is a brand-new acquisition, not recompeted, and there is no incumbent. Prior services were purchased as needed using a Government Puchase Card. 3. How would you like your bid to be submitted? Every offeror must ensure they fully understand the RFQ and follow all RFQ instructions. This ends the one-time question and answer period - no further questions will be answered.
