Description

1.0 Purpose and Strategic Context In support of the National Security Strategy and Army Transformation Initiatives, the Army is developing the Logistics Civil Augmentation Program (LOGCAP) VI. This program will consolidate legacy LOGCAP, Army Pre-Positioned Stock (APS), and Enhanced Army Global Logistics Enterprise (EAGLE) programs into a unified, global logistics enterprise. This Request for Information (RFI) is for specific feedback on the LOGCAP VI HTRO Matrix. The U.S. Government (USG) seeks constructive feedback from industry on two key components of the developing acquisition strategy: The Draft LOGCAP VI HTRO Matrix. The Draft LOGCAP VI HTRO Data Dictionary Both documents have been attached to this post. Additionally, the attached document LOGCAP VI HTRO RFI provides details on what has changed from the first released draft of the HTRO Matrix and the specific questions that the USG is requesting feedback on. 2.0 Instructions for Response Respondents are requested to provide the following information at the beginning of their submission: Company Name, CAGE Code, and Unique Entity Identifier (UEI) Company Address and primary Point(s) of Contact (Name, Title, Email, Phone) Small Business Certification(s), if applicable. 3.0 Optional White Paper Submission Offerors may submit a brief white paper, not to exceed five (5) pages, addressing new operational concepts, unresolved technical gaps, or alternative acquisition structure not explicitly covered by the questions in the LOGCAP VI HTRO RFI attachment. Please submit white papers as a separate document from the responses to the HTRO Matrix and Data Dictionary. Offerors are expressly cautioned not to re-hash or resubmit arguments regarding topics previously addressed from the first RFI. The white paper must focus exclusively on new data, new capabilities, or direct responses to specific questions posed in this RFI. DISCLAIMER: This RFI does not constitute a solicitation. The Government does not intend to award a contract on the basis of the RFI or otherwise pay for the information requested and responses will be treated as information only and not as a proposal. NOTE: This RFI is for the LOGCAP VI Global MATOC only and does not pertain to the LOGCAP Small Business Suite. Please submit responses via email to [email protected] no later than 1000 Central Time on 7 August 2026.
