AMENDMENT #1: Questions and Answers: The purpose of Amendment #1 is to attach a Q&A form. This form must be used for all questions and submitted to Betty Kliewer; betty.kliewer.ctr@us.af.mil no later than 6/15/2026 COB. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Funds are not presently available for this requirement. No award will be made until funds are available. AFGSC and/or the Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event AFGSC or the Government cancels this solicitation, neither AFGSC nor the Government has any obligation to reimburse any offeror for any costs. It is the sole responsibility of all offerors to frequently check this posting on SAM.gov for any amendments, updated attachments, or changes to this solicitation. Failure to acknowledge and comply with posted amendments may result in a quote being deemed non-responsive. ASRC Federal Gulf State Constructors, LLC (AFGSC) Prime Contractor for the Government, intends to award a Firm-Fixed-Price for the purchase of a Pad-mounted Transformer. AFGSC is requesting quotes for the following, transformer must meet or exceed the specifications below: High Voltage (HV) Requirements � Primary: 12470 GY / 7200 � BIL: 75kV � Taps: 13094, 12783, 12470, 12159, 11847 � HV Bushings: (6) 200A Wells & Inserts, dead-front, loop feed Low Voltage (LV) Requirements � Secondary: 240/120 Delta � BIL: 30kV � LV Bushings: (4) 6-hole spades Fluid / Coolant: � Envirotemp FR3 or equivalent natural ester, biodegradable, non-toxic coolant Electrical / Mechanical Requirements: � Temperature rise: 65�C � Cooling class: ONAN � Fusing: Bayonets with Iso-Links � Switch: 2-position Load Break Switch (LBOR) � Arresters: None � Cabinet depth: Standard Required Features/Accessories: � Separate H0 bushing in HV cabinet � Liquid level gauge � Pressure/vacuum gauge � Dial-type thermometer � Schrader valve � Drain & sample valve � Pressure relief valve � Pad-mount green paint Submittals: The supplier must submit manufacturer product data and transformer submittals for approval prior to an award. Buy American Act: All materials must comply with the Buy American Act. Prohibited Materials: The transformer must not contain mercury, toluene, chlorinated solvents, hydrolysable chlorine derivatives, ethylene-based glycol ethers, lead, hexavalent chromium, or Class 1 ozone-depleting chemicals. Period of Performance/Lead Time: Delivery must occur within 140 days. Delivery Address: AFGSC 140 Channel Street, Bld 288 Enid, OK 73705 Quote Validity: Quotes must remain valid for 90 days after the solicitation close date of July 1, 2026. This extended timeframe will provide the Government with the strongest opportunity to secure the necessary funding and ensure continuity in the procurement process. Instructions to Offerors: Quotes must be emailed to Betty Kliewer; betty.kliewer.ctr@us.af.mil NLT July 1, 2026 at 2:00 PM CST. No late entries will be considered or accepted. The quotes will be evaluated based on Low Price Technically Acceptable (LPTA). All interested vendors must be registered and active in the System for Award management (SAM) at the time of quote submission. Quotes submitted by vendors who are not active in SAM cannot be considered for award.
