Description
The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and issue a new Delivery Order to Raytheon Company on a sole source basis under Raytheon Basic Ordering Agreement N00019-25-G-0009. The V-22 program (PMA-275) requires engineering, management, technical, acquisition and sustainment efforts for facilitation of the Software Support activities. These activities are required for the sustainment of previously delivered Block Fleet Releases, ongoing development of flight test and fleet releases and analysis leading to implementation of future Sustainment Block Fleet Releases for the V-22 avionics systems. This effort includes providing engineering, management, and technical sustainment efforts for the on-site V-22 laboratories required to plan, develop, release, and sustain the V-22 avionics systems software. This action is being awarded on a sole source basis to the Raytheon Company in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Raytheon is currently under contract for similar efforts for the V-22 program. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
