DECA?26 � Syndicated Data Core Services Project Number: W91ZLK?26?R?SDCS AOS Number: W9128Z?25?S?A002 PSC: B506 � Special Studies/Analysis � Data (Other Than Scientific) Primary NAICS: 518210 � Data Processing, Hosting, and Related Services Secondary NAICS (as applicable): 541910 � Marketing Research & Public Opinion Polling -The Army Contracting Command � Aberdeen Proving Ground (ACC?APG), on behalf of the Defense Commissary Agency (DeCA), is issuing this Commercial Solutions Opening (CSO) Special Notice to solicit Phase 1 Solution Briefs for Syndicated Data Core Services. This requirement is intended to provide DeCA with modern, highly accurate syndicated market data, shopper analytics, economic modeling, competitor intelligence, and data integration services to support enterprise?wide savings measurement and competitive benchmarking.- -Offerors may propose innovative commercial solutions addressing one, some, or all thirteen (13) Areas of Interest (AOIs) but must provide a complete end?to?end solution for any AOI proposed. Partial solutions for a single AOI will not be evaluated. Areas of Interest (AOIs) The Call for Solutions includes thirteen (13) AOIs, such as: AOI 1: CONUS Non?Fresh Syndicated POS Data AOI 2: CONUS Fresh Syndicated POS Data AOI 3: CONUS Ecommerce POS Data AOI 4�5: OCONUS Savings Methodology (Fresh & Non?Fresh) AOI 6: Patron Panel Services AOI 7: Competitor Location Intelligence AOI 8: SNAP Eligibility Data AOI 9: Competitor Pricing Percentiles AOI 10�11: CONUS/OCONUS Manual Basket Shops AOI 12�13: CONUS/OCONUS Competitor Web Scraping 5. Evaluation & Next Phases Solution Briefs will be evaluated against: Technical Merit Schedule & Cost Feasibility Viability The Government may: Invite selected companies to Phase 2 Pitch Sessions, Bypass Phase 2 and directly request a Phase 3 Proposal, or Determine no further consideration is warranted. Multiple awards may be made, and all awards depend on funding availability. 6. Special OCI Requirements For AOIs involving OCONUS savings methodology (4 & 5) and OCONUS data collection (11 & 13), offerors proposing both must use independent, non?affiliated entities to avoid impaired?objectivity OCI and must submit a mandatory mitigation plan. 7. Additional Notes Offerors must monitor SAM.gov for amendments. SAM registration (UEI) required prior to award. Reseller-only and academic research proposals are not desired.
