Description

Mussel Surveys and Relocation USACE Great Lakes and Ohio River Division (LRD) which is comprised of Buffalo District, Chicago District, Detroit District, Huntington District, Louisville District, Nashville District and Pittsburgh District, is seeking interest from various businesses for a potential Single Award Task Order Contract (SATOC). There is a recurring need within USACE LRD for mussel surveys and relocation. The potential value of the effort for LRD is approx. $2M over 5 years. THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATION OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY USACE, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SOURCES SOUGHT ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR IMPROPER IDENTIFIED INFORMATION. The purpose of this sources sought announcement is to gain knowledge of interested, capable, and qualified businesses. Additionally, USACE is requesting feedback on industry capable to perform the mussel survey as well as providing means and methods for relocation activities. The survey and relocation actions are completed in advance of several U.S. Army Corps of Engineers (USACE) Civil Works projects (dredging and non-dredging projects). The North American Industry Classification System (NAICS) Code for this work is 541620 Environmental Consulting Services; Size Standard $19M; Product Service Code (PSC) F021 � Natural Resources/Conservation- Site Preparation. See attached draft scope for more information. This sources sought is to survey the available market; there is no estimated award date for any contract. If interested in the scope of services, please respond to this sources sought notice by submitting your firm�s capabilities statement AND completing the below questions via email to the address below. Identify your Cage Code and business size (large/small) Does your company have the capability to perform all required services described in the scope? Does your company have similar or previous experience with the type of work outlined in the scope? Does the scope contain sufficient information that would enable you to adequately respond to a request for proposal? If not, explain why. Is your firm capable of servicing the Tennessee and Cumberland Rivers and their tributaries within the USACE Nashville District�s area of responsibility? Is your firm open to supporting projects outside of the USACE Nashville District area of responsibility, but within the Great Lakes and Ohio River Division's area of responsibility? Do you have a certified malacologist on your staff? If you answered "No" to question #7 do you have an established subcontracting relationship with a certified malacologist? Does your firm have experience with Biological Assessment/Biological Opinion (BA/BO) process under the Endangered Species Act, particularly in the context of mussel conservation? In your estimation, how much of this potential requirement would your company need to subcontract to other companies? How much lead time would your company need from notification of a task order award to start the actual performance of work? Can you briefly describe any specialized equipment your firm possesses for mussel surveys and relocation? Can you briefly describe your firm's prior experience with mussel surveys and relocation projects, including number of projects completed, the types of mussel species involved, the geographical locations, and the range of project sizes (e.g., number of mussels relocated, area surveyed)?
