Notice of Intent to Sole Source HT941026N0043 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE NON-PERSONAL SERVICES CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West (HCD-W), San Diego, intends to negotiate and award a firm fixed price contract for Laboratory Document Control & Continuing Education. These services support the 60th Medical Group, Travis Air Force Base (AFB) in accordance with Federal Acquisition Regulation FAR 6.103-1, only one source being available to meet the Government�s needs, to: MEDIALAB SOLUTIONS LLC 1745 N Brown Rd Ste 300 Lawrenceville, Georgia 30043-8157 The North American Industry Classification System (NAICS) code for this requirement is 518210 � Software Publishing and the business size standard is $40.0 millions of dollars. The Product Service Code (PSC) is DA10 � Maintenance, Repair IT and Telecom - business application/application development software as a service. The objective of this sole source award is to procure non-personal services for Laboratory Document Control and Continuing Education Services Software Subscription. The services provided by MediaLab are vital to the 60 MDG Diagnostics and Therapeutics Laboratory and Armed Forces Whole Blood Processing Laboratory (AFWBPL) ability to operate at Travis. The anticipated period of performance for is one base year plus four option periods, from 01 August 2026 to 31 July 2031. MediaLab LLC�s integrated information management solution consolidates all essential functions including document control, competency management, and inspection preparation into one comprehensive platform that supports efficient laboratory operations. Customers such as the David Grant Medical Center Laboratory and ASWBPL-West rely on this mission-critical system not only for smooth day-to-day operations but also to ensure compliance with the rigorous federal standards set by the Clinical Laboratory Improvement Amendments (CLIA). This unique approach distinguishes MediaLab LLC as an indispensable partner for specialized facilities like the 60 MDG Diagnostics and Therapeutics Laboratory. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services for Travis Air Force Base. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
