Action: Notice of Intent to Sole Source Agency: U.S. Special Operations Command (USSOCOM) Contracting Office: Marine Corps Forces Special Operations Command (MARSOC) Classification Code: NAICS: 611710 � Educational Support Services PSC: U009 - Education/Training- General Subject: Intent to Award a Sole Source Contract for Narrative Wargaming and Fictional Intelligence (FICINT) Workshop Services 1. Description of Requirement: The U.S. Marine Corps Forces Special Operations Command (MARSOC) intends to award a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Useful Fiction LLC to provide proprietary narrative wargaming and strategic communication services. The services include training, mentoring, and the development of compelling Fictional Intelligence (FICINT) vignettes in support of the MARSOF 2030 Vision. The resultant contract will have a one-year base period, four one-year option periods, and a total estimated ceiling of $9,000,000. 2. Authority: This action is being conducted on a sole-source basis under the authority of 41 U.S.C. 1901, as implemented by FAR Overhaul 12.102(b) for the acquisition of commercial services using Simplified Acquisition Procedures. 3. Rationale for Sole Source: Useful Fiction LLC is the only known source with the unique qualifications and proprietary methodology required to meet the Government's needs. The firm's principals possess a unique combination of demonstrated experience in crafting strategically relevant fictional narratives for military audiences, a deep understanding of the MARSOF operating environment, and a proven track record of influencing defense policy through narrative-based communication. No other source is known to possess this specific combination of highly specialized expertise. 4. Notice to Industry: This is a notice of intent and is not a request for competitive quotes. No solicitation document is available at this time. However, any responsible source who believes it can meet the Government's requirement may submit a capability statement. Capability statements must be submitted in writing and must provide clear and convincing evidence that the respondent has the specific expertise and proprietary capabilities required to perform this work. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. 5. Responses are due no later than 15 calendar days from the date of this posting.
