Dear Industry Partners, The Department of Homeland Security (DHS) is pleased to release the DRAFT Request for Proposal (RFP) for the upcoming Tactical Communications and Technical Investigative Comprehensive Solutions (TACTICS) Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract. Please note that these documents are in draft form, and proposals are not being requested or evaluated at this time. Any proposal information received will not be reviewed or considered by DHS. No contractual obligation on behalf of DHS shall arise from the DRAFT RFP. Respondent Instructions: DHS invites all interested vendors to review the attached RFP and provide questions/ comments. DHS does not intend to issue direct responses to individual questions/comments at this time. DHS will consider all questions/comments when finalizing the TACTICS Final RFP. Efforts will be made to improve clarity for any elements that prompt questions/comments. All questions/comments shall be submitted via email to Sohl Han at Sohl.Han@hq.dhs.gov and Elizabeth Wilfong at Elizabeth.Wilfong@hq.dhs.gov no later than 12:00 PM Eastern Time on August 3, 2026. DHS will only consider questions and comments provided in full accordance with the instructions in Draft RFP Section L.3, Question Submission.
