This notice is a Pre-Solicitation Notice issued in accordance with FAR Part 5. The Government anticipates issuing a solicitation at a later date. This notice does not constitute the solicitation, and proposals are not being requested or accepted at this time. The solicitation, including all attachments and applicable site information, will be available electronically through SAM.gov. Set-Aside This acquisition is anticipated to be conducted as a 100% total Small Business Set-Aside. Graham Contracting Specialist, Acquisition Operations Acquisition Operations U.S. Department of the Interior | Office of Acquisition & Property Management Servicing U.S. Fish and Wildlife Service adam_graham@ios.doi.gov Description The U.S. Fish and Wildlife Service (USFWS) anticipates issuing a solicitation for construction services to rehabilitate approximately 9.874 miles of roadway infrastructure at Vieques National Wildlife Refuge, Vieques, Puerto Rico. The project consists of rehabilitation of the following roadway segments: � RT#011 Puerto Ferro Peninsula Rd � RT#010 Main Rd � RT#102 Tres Palmitas Rd � RT#017ZZ La Plata Rd � La Chiva Rd Work generally includes scarifying, grading, shaping, sloping, compacting, hauling and placement of Government-Furnished Materials (GFM), and limited cold asphalt roadway repairs. The contractor shall provide all labor, supervision, transportation, heavy equipment, tools, quality control, and incidentals necessary to complete the work. Government-Furnished Materials include substantial quantities of aggregate surface and subsurface roadway materials staged at a designated stockpile location within the refuge. The work will be performed in a remote island environment requiring contractor coordination for transportation, staging, logistics, and equipment mobilization associated with Vieques, Puerto Rico. The anticipated Period of Performance is anticipated to be approximately six (6) months from issuance of Notice to Proceed. Contact Type The Government anticipates award of a single firm-fixed-price construction contract Information regarding the agency's definitization of equitable adjustments for change orders under construction contracts The Department of the Interior does not maintain supplemental policies or procedures beyond those prescribed in FAR Part 43 regarding definitization of equitable adjustments for change orders under construction contracts. Applicable historical performance data regarding definitization of equitable adjustments for change orders under construction contracts is available at https://www.doi.gov/pam/acquisition/policy/constructioncontract Competition Information All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency; upon release of the solicitation, all responsible small business sources may submit an offer, which will be considered by the agency. The acquisition is being competed among the broader small business community to maximize competition and increase vendor participation for this roadway construction requirement in Puerto Rico. Offerors shall possess all licenses and registrations required to perform construction work in Puerto Rico at the time specified in the solicitation. Additional Information The solicitation is anticipated to be issued on or about 23 July 2026. An organized site visit is anticipated to be scheduled after issuance of the solicitation. Details will be provided within the solicitation package. Prospective offerors are responsible for monitoring SAM.gov for amendments and additional information related to this procurement.
