Description
This Pre-solicitation Notice is hereby issued in accordance with (IAW) RFO FAR Part 5.101. This notice serves to announce Indian Health Service�s (IHS) intent to solicit a firm-fixed-price, commercial request for quote for Graphic Facilitation services. The anticipated period of performance is one base period (12 months) plus two option periods. This requirement will support IHS�s Community Health Aide Program (CHAP) under the Office of Clinical and Preventive Services (OCPS)/Division of Behavioral Health (DBH). CHAP is a multidisciplinary system of mid-level behavioral, community, and dental health professionals working alongside licensed providers to offer patients increased access to quality care in Tribal communities. The intended set-aside preference is for Indian Small Business Economic Enterprise (ISBEE) vendors IAW the Buy Indian Act. The ISBEE vendor shall develop a visual representation through recording, both in writing and graphic, of cross-cutting priorities with key stakeholders at the IHS National CHAP Board (NCHAPB) meetings. The NCHAPB meetings will convene for two, two-day, in-person meetings and two virtual meetings during the base year and each option year. For the base year, the vendor shall provide a meeting minute recorder and graphic facilitator for the two, two-day, in-person meetings and two virtual meetings. For option periods one and two, the vendor shall only provide a graphic facilitator for the two, two-day, in-person meetings and two virtual meetings. In addition, the vendor shall attend two virtual planning meetings with IHS staff to participate as a group in building the logic model. Each virtual planning meeting will not exceed four hours. The vendor shall develop a visual logic model based on information gathered during the NCHAPB meetings and input from IHS CHAP staff to create visual promotional materials for CHAP. The promotional materials shall align with CHAP�s communication plan to effectively engage stakeholders and enhance visibility. THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR COMPETITIVE PURCHASE ORDERS; however, interested firms may submit a capability statement in response to the above requirement by 5:00 PM Eastern Time on 03 August 2026, to Dan Poehling, Contracting Officer, at [email protected]. A determination not to open competition-based responses to this notice is solely within the discretion of the Government.
