Design and Supply Interpretive Display Panels for Lock and Dam No. 7 Visitors Center

Description

The U.S. Army Corps of Engineers - St. Paul District seeks a contractor to design interpretive display panels for the Lock and Dam 7 Visitors Center, located near La Crescent, MN. The Contractor will develop at least six indoor indoor interpretive display panels and one outdoor interpretive display panel. Displays will cover different topics relevant to the U.S. Army Corps of Engineers. Multiple topics may be incorporated into one panel. The topics should pertain to the general theme: Lock and Dam No. 7 is a part of the 9-foot navigation channel and critical to navigation along the Mississippi River. Lock and Dam No. 7 is a popular site for viewing barges as they travel the Mississippi River. The public parking lot features a large viewing platform. The former control room was converted into a Visitors Center to provide information and educate the public. The following are examples of topics (Contractor is not limited to this list):- History of Navigation on the Mississippi River and the 9-foot navigation channel - How Locks and Dams work together to provide commercial navigation - Dredging: How USACE maintains the navigation channel (and St. Paul District dredges (former) Dredge Thompson and (current) Dredge Goetz- Lock and Dam No. 7 - How the lock works (specifically call out aspects of the old control room still present in Visitors Center) - WPA, Great Depression - Social aspects (How the Lock and Dam was built) - Value to the Nation: National Security / Economy- Boating Safety (must include information regarding restricted areas around dams). The Contractor will design, fabricate and deliver a collection of interpretive displays for the Lock and Dam No. 7 Visitors Center. Text and information will be created from approved websites and histories. Drafts of each panel will be reviewed and approved by designated Government personnel. The Contractor shall supply all necessary hanging and/or installation supplies (brackets, posts, hardware, etc.), which shall be delivered with the displays. The displays will be installed by Government personnel. The Contractor will provide digital versions of the display content in a format that will allow the Government to re-create the panels, should they become unfit to display (e.g. worn, damaged, vandalized). Sign size and shape may vary depending on content; however, the signs shall not exceed 24 in. x 60 in. in a landscape orientation. Contractor should use the included material to become familiar with the site. Travel to the site is not anticipated, and any site visits will be at the Contractors expense. The Government will not guarantee any special accommodations if a visit should occur, but would appreciate as much advance notice as possible. The primary source for content is https://www.mvp.usace.army.mil/. Design drafts shall be delivered within 75 calendar days of contract award. The completed interpretive display panels (at least six indoor, one outdoor) shall be delivered no later than December 17, 2026. All digital files will be transmitted on or before that date. The contract deliverables are designed so that the Contractor may invoice for up to 60 percent of the contract price upon acceptance of the drafts, with the remaining 40 percent invoiced after delivery of the signage and digital files. The contract will be awarded on a best value to the Government basis. This solicitation is 100% set-aside for Small Businesses under NAICS 541430, Graphic Design Services. The SBA size standard for this NAICS is $9 million.
