Description

The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this combined synopsis/solicitation on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price service contract, as detailed in the attached Statement of Work. The scope of this contract is defined by the efforts and tools required to support USCGC HUDSON. The Contractor shall provide all labor, materials, and tools necessary to upgrade the current faulty system General The 160� WLIC asset, USCGC HUDSON, has a faulty fire alarm system and requires replacement/upgrade The scope of this contract is defined by the efforts and tools required to support USCGC HUDSON. The Contractor shall provide all labor, materials, and tools necessary to upgrade the current faulty system. The goal is to return CGC HUDSON�s fire alarm system to design system parameters by replacing the faulty system (AFP-200 FACP Notifier and peripherals) with NFS-320 Notifier, LCD-80 remote annunciator, and smoke detectors. The planned Period of Performance (PoP) is: NLT 30 days ARO The primary place of performance will be at CGC HUDSON at 100 MacArthur Cswy, Miami Beach, FL 33139. This acquisition is a 100% total small business set-aside under NAICS code 336611 with a corresponding small business size standard of 1,250 employes The applicable Product Service Code is J020 The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Technical Capability (Pass/Fail) Past Performance (Pass/Fail) Total Price A quotation must receive an Acceptable rating for all non-price factors to be eligible for award. Among all acceptable quotations, award will be made to the responsible offeror submitting the lowest evaluated price. To establish Technical Capability (Pass/Fail), the quotation must demonstrate a clear understanding of the work statement requirements, conform strictly to all specifications in the attached Statement of Work, and provide any adequate capability and corporate experience documentation required by the solicitation. Failure to meet these criteria will render the quotation unacceptable. The Government will evaluate recent (completed within the last three years) and relevant past performance to assess the likelihood of successful performance. Past performance will be evaluated on an acceptable or unacceptable basis. To receive an acceptable rating, past performance must demonstrate a rating of satisfactory or higher performance of similar work. Offerors without recent or relevant past performance will be assessed as "Neutral" and considered acceptable for award. Past performance demonstrating marginal or below performance is unacceptable. Offerors shall identify all subcontractors anticipated to perform work under this contract. For each subcontractor, the offeror shall provide the subcontractor�s name, address, point of contact, phone number, the specific work items/specifications they will perform, and the percentage of work they will execute. Offerors must submit a quotation that clearly identifies the items offered and demonstrates compliance with the stated requirements. The Government will not accept telephone inquiries. Submit offers on a firm-fixed-price basis. Prices must be all-inclusive and must cover all costs associated with providing services, including but not limited to manufacturing, packaging, handling, transportation, duties, tariffs, fees, and any other costs. The Government may consider offers nonresponsive if they include conditional pricing, price escalation language, or statements indicating that prices are subject to adjustment based on future costs or fees. The Government intends to evaluate offers and make award without discussions; therefore, offerors should submit their best offer with initial submission. The Statement of Work and the list of applicable FAR provisions and clauses are attached to this notice.
