Description
Sources Sought The Technology Application Program Office (TAPO) is conducting market research to identify potential vendors capable of providing the requirement. This is a Sources Sought Notice issued in accordance with Federal Acquisition Regulation (FAR) Part 10 and does not constitute a Request for Proposal (RFP), nor does it obligate the Government to issue a solicitation or award a contract. Objective: The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) seeks to identify potential vendors (including small businesses) to inform its acquisition strategy for a future requirement. The Government will use the information to inform acquisition planning and strategy, e.g. full and open competition, competitive small business set-side. Requirement: The Government seeks potential vendors to serve as a lead system integrator without system responsibility with the necessary capabilities to furnish engineering services, integration, procurement, and logistical support related to Launched Effects. This effort requires comprehensive program management, coordination with the industrial base, development of critical documentation, and management of government assets to ensure successful integration and fielding of Launched Effects capabilities. Services and support includes: Coordination with OEMs to develop and deliver all necessary engineering drawings, models, and technical data packages necessary to obtain airworthiness releases for integrated systems Managing OEM field representative support for test events and demonstrations, collaboration with OEMs to generate and/or obtain technical documentation essential for integration and sustainment Conducting market research to identify and procure �best in class� material solutions from Original Equipment Manufacturers (OEMs) within the Launched Effects industrial base Oversight and coordination to OEMs to facilitate development, integration, and testing of launched effects, payloads, and associated subsystems onto new or existing aviation platforms Establish and maintain a system for the management, accounting, and secure storage of material procured to include, but not limited to, air vehicles, payloads, and related support equipment. Manage transportation of equipment/systems to and from various locations throughout the United States for testing and integration activities Support events that include, but not limited to, Technical Interchange Meetings (TIMs), Program Management Reviews (PMRs), integration events, training events, and test events. Maintain a Facility Security Clearance (FCL) at the Secret level, including Secret safeguarding capability. Access and handle Controlled Unclassified Information (CUI), classified systems, and data as required. Deliver technical data and software documentation in accordance with 252.227-7989 Rights in Technical Data, Computer Software, and Computer Software Documentation�Other Than Commercial Products and Commercial Services. Government & IDIQ Contract Experience: Briefly describe your company's experience as a prime contractor on government contracts, particularly Indefinite Delivery Indefinite Quantity (IDIQ) contracts, within the last five years. For each relevant contract, provide the contract number, period of performance, total value, and a brief description of the work, focusing on its relevance to engineering, procurement, and logistical support. 3. Systems Integration & Subcontractor Management: Describe your experience managing multiple subcontractors or Original Equipment Manufacturers (OEMs) on a complex systems integration program. Detail your process for coordinating the development and delivery of technical data packages, managing support for test events, and facilitating government release or acceptance processes. 4. Supply Chain Management & Risk Mitigation: Describe your company's approach to supply chain management and logistics. How do you identify, vet, and procure "best in class" material solutions? Furthermore, what is your strategy for managing and mitigating supply chain risks such as delays, counterfeit parts, or obsolescence? 5. Corporate Capabilities & Security: Does your company currently possess a Secret Facility Security Clearance (FCL) with safeguarding capabilities at the Secret level? 6. Relevant Program Experience: Please describe a program you have supported within the last three years that is of a similar scope and complexity to the requirements of this notice. In your description, please highlight your role in supporting efforts related to aviation, special operations, or the integration of unmanned or launched systems.
