This notice is for informational purposes only and is not a request for submission of bids. THIS IS A TOTAL 100% SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. This solicitation will be issued in accordance with Public Law 109-461, the Veterans Benefits, Healthcare Information and Technology Act of 2006, Sections 502 and 503, as a set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. In accordance with VAAR 819.7003(b), at the time of submission of bids and prior to award of any contract, the bidder must represent to the Contracting Officer that it is a (1) SDVOSB eligible under Veteran Affairs Acquisition Regulation (VAAR) 819.70; (2) small business concern under the North American Industry Classification System (NAICS) code assigned to this acquisition; and (3) certified SDVOSB listed in the Small Business Administration (SBA) certification database at https://search.certifications.sba.gov/. Also, in accordance with VAAR 819.7004, the Government will not consider any bids that do not provide the Limitations of Subcontracting - Certificate of Compliance with their bid. Only bids from verified SDVOSB s in the database and those that submit a signed Limitations of Subcontracting Certificate of Compliance at the time of bid submission will be deemed responsive. All non-responsive bids will be rejected and ineligible for award. The applicable NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors with the small business size standard of $19 million. In accordance with VAAR 836.204(g), the magnitude of construction cost range is between $5,000,000.00 and $10,000,000.00. A bid bond will be required for this project, and the awardee will be required to have the capability of obtaining payment and performance bonds. Network Contracting Office 23 (NCO23) intends to issue an Invitation for Bid (IFB) and make a single, firm-fixed priced award in accordance with the procedures set forth in Part 14 and 36 of the Federal Acquisition Regulation (FAR) for construction Project Number: 636-25-301 Correct HVAC Deficiencies, at the VA Nebraska-Western Iowa Health Care System (VANWIHCS), Omaha VA Medical Center. This project is to retrofit and upgrade Air Handling Unit 3 (AHU-3) at the Omaha VA Medical Center. Air Handling Unit 1 (AHU-1) in Building 17 and the existing boiler in Building 6 are also intended to be replaced with this project. The period of performance for this work is three hundred sixty-five (365) calendar days from issuance of Notice to Proceed (NTP). The IFB (solicitation), consisting of various bid documents, specifications, drawings, forms, etc. will be available for download at System for Award Management (SAM) Contract Opportunity (https://sam.gov/content/opportunities). Contract Opportunities website is the only official location to obtain solicitation information and documents. These documents will include complete details of the solicitation and project requirements. Any amendments to the solicitation will be posted at the same location. Interested bidders are advised that they are responsible for obtaining all bidding documents via Contract Opportunities and for monitoring the Contract Opportunities website for any changes to this announcement and pending solicitation. No other information regarding scope, dates, etc. is available until issuance of the solicitation via Contract Opportunities. A bidders list will not be maintained. Hard copies of any documents regarding this project will not be mailed or made available outside of this web site. No questions will be addressed until after the closing date for questions/clarifications/inquiries as listed in the solicitation. The date, time, and location of the Pre-Bid Site-Visit will be announced upon solicitation issuance. All prospective bidders must have a Unique Entity Identifier (UEI) and must be registered and active in the SAM database (http://www.sam.gov). All prospective bidders must complete electronic online Representations and Certifications within SAM. The eventual awardee shall also have on file a current Department of Labor VETS-4212 Federal Contractor Reporting filing at https://www.dol.gov/agencies/vets/programs/vets4212 (if applicable).
