SUBMITTAL INFORMATION ISSUE DATE: July 6, 2026 DUE DATE FOR RESPONSES: August 6, 2026, at 2:00 p.m. EDT SUBMIT RESPONSES TO: Mr. David Bogner at eflhd.contracts@dot.gov SUBMITTALS SHOULD BE MADE IN ELECTRONIC FORMAT ONLY Synopsis: This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. The purpose of this notice is to determine the availability and capability of qualified SMALL BUSINESSES ONLY for a design-bid-build construction project involving repair and rehabilitation of five tunnels along the Blue Ridge Parkway, from Park Milepost (MP) 336.85 to Park MP 465.69. The project consists of repair and rehabilitation of tunnels 135P, 148, 153P, 155P and 157P along the Blue Ridge Parkway. The work will consist of the construction of Mechanically Stabilized Earth (MSE) walls at two locations, a deep pavement patch, and two additional pavement patches. The work will include concrete repair/rehabilitation, cleaning and epoxy painting rebar, regrading, drainage work, stone masonry joint repairs, slope grading, milling and resurfacing, pavement markings and other miscellaneous work. The work is divided into bid schedules as follows: Schedule A - Rattlesnake Mountain Tunnel (157P): complete concrete crack repair, prepare and inject with epoxy or hydrophobic polyurethane sealant, Clean and epoxy paint exposed rebar, Remove and repair delaminated, spalled, or damaged sections of the concrete lining, Install full and partial drain chases. Clean and repoint damaged stone masonry mortar joints at the portals, remove vegetation damaging existing mortar or for repointing, Clean and repoint tunnel lining to stone masonry portal transition, mill and overlay through tunnel and extend 100 feet outside the portals, remove debris from drain inlet, replace missing and broken reflectors, Replace striping. and clean out 18� RCP at the portals. Schedule B - Bunches Bald Mountain Tunnel (155P): grade to drain roadway shoulder at to existing inlet, regrade drainage ditches above both portals, and cleanout 18� RCP at the portals; complete concrete crack repairs; clean and epoxy paint exposed rebar; remove and repair delaminated, spalled, or damaged sections of the concrete lining; install full and partial drain chases as needed; clean and repoint damaged stone masonry mortar joints at both portals, remove vegetation damaging existing mortar or for repointing; clean and repoint tunnel lining to stone masonry portal transition for full length; mill and pave through the tunnels and extend 100 feet outside the portals; remove debris and vegetation growth from shoulders; remove and replace reflectors. Schedule C - Pinnacle Ridge Tunnel (153P): complete concrete crack repair, prepare and inject with epoxy or hydrophobic polyurethane sealant, Clean and epoxy paint exposed rebar, Remove and repair delaminated, spalled, or damaged sections of the concrete lining, Install full and partial drain chases. Clean and repoint damaged stone masonry mortar joints at the portals, remove vegetation damaging existing mortar or for repointing, Clean and repoint tunnel lining to stone masonry portal transition, mill and overlay through tunnel and extend 100 feet outside the portals, remove debris from drain inlet, replace missing and broken reflectors, Replace striping. and clean out 18� RCP at the portals. Schedule D - Fork Mountain Tunnel (148P): complete concrete crack repair, prepare and inject with epoxy or hydrophobic polyurethane sealant, Clean and epoxy paint exposed rebar, Remove and repair delaminated, spalled, or damaged sections of the concrete lining, Install full and partial drain chases. Clean and repoint damaged stone masonry mortar joints at the portals, remove vegetation damaging existing mortar or for repointing, Clean and repoint tunnel lining to stone masonry portal transition, mill and overlay through tunnel and extend 100 feet outside the portals, remove debris from drain inlet, replace missing and broken reflectors, Replace striping. and clean out 18� RCP at the portals; Remove debris from inlet and Remove vegetation obstructing warning signs. Schedule E - Wildacres Tunnel (135P): Cleanout 18� metal pipe above North Portal, Repair leaking lining and remove fallen trees and vegetation from portals, Pave through tunnels and about 100ft outside portals on both ends, Clean and repoint damaged stone masonry mortar joints as necessary on both portals, only remove vegetation damaging existing mortar or where necessary for repointing, Clean and repoint tunnel lining to stone masonry portal transition for full length, Concrete crack repair; prepare and inject with epoxy or hydrophobic polyurethane sealant, Remove and repair delaminated, spalled, or damaged sections of the concrete and shotcrete lining and Replace vertical clearance signs at south tunnel portal. The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD), anticipates awarding a design-bid-build construction contract no earlier than December 2027. The cost of the entire project is estimated to be between $5,000,000.00 to $10,000,000.00. QUALIFIED PRIME CONTRACTORS shall submit the following information by e-mail to EFLHD.Contracts@dot.gov (Attn: Mr. David Bogner) no later than 2:00 p.m. EDT on August 6, 2026. 1. A positive statement of your intention to submit a bid for the solicitation when it is issued as a Prime Contractor containing your full business name, address, point of contact, phone number, e-mail address, and web site (if any). 2. Your firm�s size standard under NAICS code 237310; Highway, Street and Bridge Construction ($45 Million). All firms shall be certified and registered under the NAICS code 237310 in the System for Award Management (SAM) located at https://www.sam.gov/ prior to the submission of bids or proposals. 3. Identify all applicable classifications for your firm such as small business; woman-owned small business; 8(a) small business; small-disadvantaged business; HUBZone small business; service-disabled veteran-owned small business; etc. This information must be provided to determine whether the �Rule of 2� has been met for any socio-economic category for set-aside purposes. Please note that the size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. 4. Offeror's ability to perform at least 15% of the cost of contract performance effort with its own workforce as a prime contractor per FAR clause 52.219-14 Limitations on Subcontracting. 5. Contractor�s capability to perform a contract of this magnitude and complexity within the past 5 years, including a brief description of the project, customer name, timelines of performance, customer satisfaction, and dollar value of project. If a member of a joint venture (JV), the offeror should include relevant information from both members of the JV. 6. Contractor�s experience in coordinating with multiple federal, state, and local agencies for the successful completion of a construction project performed within the last 5 years, including a brief description of the project, customer name, timelines of performance, customer satisfaction, and dollar value of project. Commercial and Government Entity (CAGE) Code and Unique Entity ID; if a member of a joint-venture (JV) or mentor-prot�g� agreement with the SBA, please provide information on both members of the JV. 8. Please provide your current per contract and aggregate bonding capacities.
