Pre-solicitation Notice Department of Veterans Affairs (VA) Dallas Consolidated Mail Outpatient Pharmacy (CMOP) Low to Medium Volume Tablet and Capsule Automation (TCA) System and Loop Sortation Solicitation No.: 36C77026R0007 Notice of Intent The Department of Veterans Affairs (VA), Dallas Consolidated Mail Outpatient Pharmacy (CMOP), intends to issue a Request for Proposals (RFP) for the design, furnishing, installation, integration, testing, and commissioning of a low to medium volume Tablet and Capsule Automation (TCA) system and associated loop sortation at the Dallas CMOP in Lancaster, Texas. This pre-solicitation notice is issued in accordance with FAR Part 5 (VA deviation) and is for information and planning purposes only. It does not constitute a solicitation, a request for proposal, or a commitment by the Government to award a contract. Anticipated Requirement The anticipated requirement includes, but is not limited to: Design, furnishing, and installation of a new low to medium volume TCA system, including automated tablet/capsule dispensers, integrated replenishment stations, and associated controls. Redesign and replacement of existing loop sortation hardware and controls to receive, sort, and divert pucks from both the new low/medium volume TCA and existing high volume TCA equipment. Integration with the existing Pharmacy Operating System (POS), CMOP production systems, and national CMOP data infrastructure, including required audit trail, messaging, and reporting capabilities. Commissioning, functional testing, integration testing, and support of acceptance testing to verify throughput, reject rate, accuracy, and reliability performance requirements. Provision of drawings, technical documentation, training for operations/maintenance/IT staff, warranty, and long term sustainment support as specified in the Performance Work Statement (PWS). Detailed requirements will be provided in the PWS and attachments included with the forthcoming solicitation. Anticipated Contract Type and Period of Performance The Government anticipates awarding a single� firm fixed price� contract. The period of performance will encompass design, installation, testing, and acceptance, including completion of the new loop sortation and low/medium volume TCA milestones. Specific performance dates and milestones will be identified in the solicitation. Set Aside, NAICS, and Trade Agreements NAICS Code:� 332999 All Other Miscellaneous Fabricated Metal Product Manufacturing. This acquisition will be conducted under� full and open competition. Trade Agreements:� One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Estimated Solicitation and Response Dates Estimated Solicitation Posting Date:� on or about� June 24, 2026. Estimated Proposal Due Date (Closing Date):� on or about� August 7, 2026� (exact due date and time will be specified in the solicitation). The solicitation and any amendments will be available only electronically via the Contract Opportunities portal on SAM.gov. It is the responsibility of interested parties to monitor that site for the solicitation, amendments, and other related information. No paper copies of the solicitation will be issued, and telephone requests will not be accepted. Site Visit The Government anticipates conducting an� optional site visit� at the Dallas CMOP on or about� July 7, 2026. The final date, time, location details, attendance limits, and registration instructions will be provided in the solicitation. Offerors will be responsible for all costs associated with attending the site visit. Industry Responses and Questions This pre-solicitation notice does not require a response. Vendors are not requested to submit proposals, capability statements, or questions at this time. Questions will be accepted only after issuance of the solicitation and must be submitted in writing (e.g., via email) to the Contracting Officer in accordance with the instructions in the RFP. Oral questions will not be accepted.
