THIS IS A PRE-SOLICITATION SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING OF THE SOLICITATION. The Federal Bureau of Prisons (FBOP) anticipates issuance of solicitation 15B40126Q00000009 for the award of a firm-fixed-price construction contract for a project entitled Repair Glycol Loop Exchanger, at the Metropolitan Correctional Center (MCC) located in Chicago, Illinois. MCC Chicago is a Federal Correctional Facility located at 71 W. Van Buren Street, Chicago, IL 60605. The work to be performed in association with this project includes the following scope: The Metropolitan Correctional Center (MCC) Chicago has a construction requirement for repairing the Glycol Loop Exchanger. The project consists of furnishing all equipment, materials, and labor for the complete repair to the existing Hybrid Fluid Cooler (Model NXF-0603N-CS2TT -J2 / Nexus TM Modular Hybrid Cooler), 2 Pumps with VFDs, and pipework installed throughout the 27-story high-rise to feed 14 heat pump cooling units. This Glycol Loop, and all components, were installed in 2018. The BAC Tower consists of 2 cells; each cell has an exchanger. The two exchangers have small seam leaks that do not allow the pressure to reach the designed pressure of 150 PSI. Both exchangers need to be repaired at MCC Chicago. See the Statement of Work/Specifications attachment included with the solicitation posting (to be issued at a later date as described herein) for the complete requirements of the work. The performance period for the project will be 435 calendar days from the issuance of the notice to proceed. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $100,000 and $250,000. (NOTE: This range is one of eight available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range). The North American Industrial Classification System (NAICS) code applicable to this requirement is 238220- Plumbing, Heating, and Air Conditioning Contractors with a corresponding small business size standard of $19 million.
