This is a notice for Solicitation 75H701-26-R-00004 Kyle Health Center ASHRAE Upgrades and Roof Replacement a construction project prepared in accordance with FAR Part 36. These construction services are in support of the Indian Health Service (IHS). The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov under Contract Opportunities under this posting. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. SCOPE OF WORK: This procurement is for the design and replacement of various HVAC equipment to ensure compliance with ASHRAE 170 Standards, as well as the membrane roof system. During the FY22 annual general inspection and FY23 facility condition assessment, several deficiencies were documented. These deficiencies will be addressed as follows: Replacement of the membrane roof system, including the vapor barrier, insulation, impact board, PVC membrane, parapet flashing, vents, roof drains, and other associated components. The lightning protection system, installed in April 2024, will allow for the reuse of materials whenever possible once the new roofing system is in place. Cleaning and sealing of the supply and return ductwork. Replacement of two air handling units, including DDC components and controls, pipe insulation, UV-C treatment, bipolar ionization, fan array, and other associated components. Installation of a humidification system for the two air handling units. LED lighting upgrades for the penthouse. Application of epoxy paint for the penthouse flooring. Painting of the penthouse walls. Replacement of suspended, cabinet, and radiant unit heaters. Replacement of two boilers. Replacement of three circulating pumps. Replacement of one chiller. Replacement of pipe insulation for the mechanical room systems. These actions will help address the identified deficiencies and enhance the overall performance and compliance of the HVAC systems and roof. The contractor must install all products following the manufacturer's specifications. LOCATION OF PROJECT: All work shall be performed at the following: Kyle Health Center: 1000 Health Ctr Rd., Kyle, SD 57752 PERIOD OF PERFORMANCE: Period of Performance is 365 calendar days from date of notice of proceed. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000. SITE VISIT: 18 November 2025 at 10:00 AM MST. CONTRACT TYPE: IHS intends to award a single Firm Fixed Price (FFP) contract in support of this requirement. This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria. This project will be solicited as 100% set aside for Indian Small Business Economic Enterprise (ISBEE) pursuant to the Buy Indian Act under North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction.
