Description

The work shall be in strict compliance with the SOW, the project specifications, and the project drawings. Sections of the SOW may supersede the requirements found in the specifications, in which case, the more stringent/higher quality requirements will apply. All work will be coordinated with Base Operations. A Macomb County Soil Erosion Permit will be required for this project. The Contractor shall obtain, pay for, and follow the requirements of this permit. The work will consist of Construction of new 2 and 3 lane roads. The requirement includes full-depth pavement repairs, mill/overlay, crack repairs, and work along the entire Perimeter Road and Jefferson Ave. All work will be completed IAW drawings Repair Perimeter Rd VGLZ 182035. Installation of subsurface edge drainage for all new pavement sections. Localized grading of the project site to address current inadequate drainage. New paint and markings on all new pavements. The Contractor must maintain a constant flow of traffic during construction. Base perimeter road surfacing to be primarily of HMA Pavement. Existing base perimeter road distance to be resurfaced unofficially is 4.2 miles of primarily two and three lane road, with Jefferson Ave from Main Gate to Wilbur Wright Blvd. being three lanes. Those three lanes make up one mile of the projects 4.2 total miles. Contractor to remove and reinstall steel wedge barriers and jersey barriers throughout construction per the direction of SANGB Security Staff. Steel barriers to be reinstalled at grade to match pre-construction condition. (See attachments for further information to include base access request form) Base access request form and RFIs can be sent to David Brown at david.brown.39@us.af.mil. Base access form PW is 127sfs. Site visit will be held on Wednesday 3 June 2026 at 2:00pm EDT. Please have base access request forms in NLT 4 days prior to site visit. Update 1 June 2026: Updated drawings, specs, and RFI answers are published here under Updated Number 0001. Please acknowledge receipt of update Amendment 0001 when submitting your bid. Update 4 June 2026: Added Base wide PFAS GW Plume Map and associated RFIs for materials placement. Please acknowledge receipt of update Amendment 0002 in your bid. Update 5 June 2026: Two corrected drawings are being added, Perimeter Road Sheets 3 and Perimeter Road Sheets 4. These two drawings account for the northern portion of the perimeter road that is Not in Contract. This Amendment also adds in a new site visit day and time of Thursday, 11 June 2026 at 11:00am EDT. See site visit attachment for additional information. Please provide base access request as soon as possible in order to be vetted in time for the site visit. Please acknowledge this Amendment 0003 in your bid. Update 12 June 2026: June 11, 2026, Site Visit information added that includes sign-in sheet and briefing slides. Update 23 June 2026, Amendment 0004 added to incorporate additional RFIs, SOW Addendum 001, May 18, 2026, Heavy Wage Determination, additional drawing references, and bid due date and time extension. Bids now due on Tuesday 30 June 2026 at 2:00pm EDT. Please acknowledge amendment 0004 when submitting bid. Update 25 June 2026, Additional RFI answers added post 23 June 2026 posting. Please review RFI document. Also, please acknowledge all solicitation amendments in Section 19 of the SF1442 when submitted bid. There should be four amendments. Update 26 June 2026, Additional RFI added for temporary pavement markings. Update 29 June 2026, Additional RFI added for pavement thickness. Update 1 July 2026.
