Description

The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a Sole-Source Delivery Order (DO) under Basic Ordering Agreement (BOA) N0001923G0002 to Sikorsky, A Lockheed Martin Company, 6900 Main Street, P.O. Box 9731, Stratford, CT. 06615 for the procurement of structural repair methodology and damage limits for the CH-53K Aircraft. The proposed contract action(s) identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements. Sikorsky is the designer, developer, and sole producer of the CH-53K aircraft and is the only known contractor with the requisite knowledge, experience, and technical data able to provide the required level of supplies and services in support of the CH-53K program. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein. As a result, only Sikorsky has the technical data, unique engineering support experience, and detailed knowledge of the CH-53K to meet the USNs requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Responses shall be made in writing by E-mail, U.S. mail or facsimile to the attention of Avery Dawson or Jamie Schoemaker using the contact information provided in this synopsis. Companies interested in subcontracting opportunities should contact Jason Lockwood, Sikorsky Subcontracting Manager, at 203-225-3657.
