Description
Project: Sustain Airfield Marking and Rubber Removal Location: 910th Airlift Wing (AFRC), Youngstown Air Reserve Station The 910th Airlift Wing (AFRC) at Youngstown Air Reserve Station has a requirement for Sustain Airfield Marking and Rubber Removal. The work specified herein consists of furnishing all labor, equipment, tools, appliances, transportation, and materials required to remove 95% of the rubber buildup from 100% of the designated area on the Youngstown ARS Assault (asphalt covered) Runway. The rubber removal is to be completed without damage to the pavement surface, joints, joint and crack seals, or any other government property. Destruction of any runway or other pavement markings as a result of the rubber removal process will be restored and repainted as necessary. All LZ Markings, Controlled Apron, and Non-Controlled Apron Markings shall be repainted as per specifications and as shown on plans dated 07 March 2026. This acquisition is a 100% HUBZone Small Business Set-Aside, and a single Firm-Fixed Price award is anticipated. The awardee must be HUBZone certified at time of award. To be eligible for award, the offeror must be certified as a small business under the North American Industry Classification System (NAICS) code 237310, which has a corresponding size standard of $45.0 million in average annual receipts. The work will be performed at the project site located at the 910th Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna, OH 44473-5931. The solicitation, including all drawings and specifications, is available for download on May 15, 2026, exclusively through the System for Award Management (SAM) website at https://sam.gov; paper copies will not be provided. Since this is a federal construction project, the Construction Wage Rate Requirement applies. It is the responsibility of interested parties to frequently review the SAM.gov posting for any updates, changes, or amendments. Key Dates: Solicitation Release May 15, 2026 Site Visit May 27, 2026 Questions Due June 1, 2026 Answers Provided By June 8, 2026 Bids Due June 17, 2026, at 10:00 AM EDT A site visit for potential prime contractors, subcontractors, and suppliers will be held on or about May 27, 2026. Interested parties are encouraged to identify themselves by registering on the Interested Vendors List (IVL) found on the SAM.gov website for this solicitation. To be eligible for award, prime contractors must be registered and active in the SAM database for the specified NAICS code and must have completed the Online Representations and Certifications Application. Failure to meet these requirements at the time of bid opening may result in disqualification or a non-responsive determination. Please be advised that this notice does not obligate the government to award a contract, nor does it obligate the government to pay for any bid or proposal preparation costs. Funds are not presently available for this project, and no award will be made until they are certified. Full details are in the Solicitation and attachments. All responsible sources may submit a proposal, which shall be considered by the procuring agency.
