Description
South-Atlantic Region Construction Multiple Award Task Order Contract (MATOC) Solicitation Number 693C73-26-R-000007 The Federal Highway Administration, Eastern Federal Lands Highway Division will procure up to four Multiple Award Task Order Contract (MATOC), Indefinite Delivery Indefinite Quantity (IDIQ) Contracts from small business concerns only to perform subsequent task orders for highway, street, and/or bridge construction services potentially with design services and/or design-build services within the South-Atlantic Region of the United States. The South-Atlantic Region includes but is not limited to the States of North Carolina, South Carolina, Georgia, and Florida. The type of work performed on each task order will vary but may include gravel or natural surface roadway and trail rehabilitation, asphalt concrete and Portland cement concrete pavement construction, asphalt concrete milling, pavement markings, embankment construction, debris removal, pipe and box culvert repairs or replacement, riprap placement, sign installation, embankment repairs using Mechanically-Stabilized Earth (MSE) walls, bridge and structure repairs such as joint replacements, concrete deck repairs, abutment/pier and wingwall repairs or replacements, and smaller bridge replacements. The MATOC will have a shared-ceiling value among all IDIQ contract holders of $60,000,000.00. Each individual task order is expected to fall within the price range of $50,000 to $3,000,000. The seed project that offerors are to submit corresponding price proposals for is located in Bibb County, Georgia, and Macon, Lowndes, DeKalb, and Jackson Counties, Alabama. The seed project consists of the pavement preservation of identified roadways and parking areas, as well as the rehabilitation of Dry Creek Bridge. The work includes thin lift overlay of asphalt concrete pavement, stress absorbing membrane interlayer, asphalt pavement milling, crack cleaning and sealing, asphalt concrete pavement patching, expansion joints, concrete crack repair by epoxy injection, repair concrete, pavement markings and other miscellaneous work. The seed project is expected to fall within the price range of $2,500,000 to $3,500,000. Request for Proposal (RFP) documents, including documents specifically pertaining to the seed project, should be issued on or about November 17, 2025. Proposal due date and location will be specified in the Request for Proposal (Block 13a of the SF 1442). All documents can be directly downloaded from this website. Solicitation documents will no longer be mailed. IMPORTANT SAM REGISTRATION AND PAYMENT REQUIREMENTS In accordance with Federal Acquisition Regulation (FAR) 52.204-7 (DEVIATION NOV 2025), prospective contractors shall have an active Federal Government contracts registration in the System for Award Management (SAM) when submitting an offer in response to this solicitation and at the time of award. To register in SAM, go to https://www.sam.gov. Annual contractor representations and certifications must be completed online at https://www.sam.gov. Also, FAR 52.232-33 requires SAM registration for payment. The required annual Form VETS-4212 must also be completed online at http://www.dol.gov/vets/vets4212.htm per FAR 52.222-37. Please Note: This solicitation is a Request for Proposal (RFP). Therefore, there will not be a public bid opening and proposals are not available for review.
