Description
NOTICE OF INTENT TO SOLE SOURCE Services: STX NFS Computrition Software and Licensing THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS OR PROPOSALS. The Department of Veteran Affairs (VA), VISN 17 Network Contracting Office intends to award a sole source contract for the South Texas VA HealthCare System Nutrition and Food Services Department. This acquisition is for Computrition Software and Licensing, including software subscriptions, database access, updates, maintenance, and associated technical support required for continued clinical and operational nutrition management. Period of Performance: 9/29/2026-9/28/2027 PSC: DA10 NAICS: 513210 The Government intends to award a one year order to Computrition, Inc., 8521 Fallbrook Ave, Ste 100, Canoga Park, CA 91304. This action is conducted under the authority of FAR 8.405 6(a)(1)(i)(B), Limited Sources Justification only one source is capable of providing the supplies or services required at the level of quality necessary, and no other source has been identified that can meet VA s operational, compatibility, and interoperability requirements. The Contracting Officer conducted market research consistent with FAR Part 10, including review of GSA Schedule offerings, small business reseller availability, industry capability statements, historical procurement data, and consultations with technical experts at the South Texas VA Health Care System. Research confirmed the following: Computrition software is a proprietary, publisher controlled product, and all licensing, updates, integration modules, and maintenance are exclusively controlled by Computrition, Inc. The system is already deployed and fully integrated across the South Texas NFS operations; replacing the software would cause substantial duplication of cost and unacceptable mission interruption, contrary to FAR 8.405 6(a)(1)(i)(B). The publisher retains exclusive rights to the software code, licensing keys, and interoperability modules used for clinical dietetic workflows, menu management, tray accuracy, nutrition analysis, and patient safety related data. Market research identified no authorized alternative source capable of providing licensed access, updates, or support for Computrition controlled components required to maintain continuity of patient nutrition services. Based on the results of this research, the Contracting Officer determined that only Computrition, Inc. can meet the Government s needs for licensing, maintenance, and support of this proprietary software platform. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to this requirement. Any vendor that believes it can meet this requirement shall submit documentation demonstrating: Technical capability to provide the required Computrition software, licensing, maintenance, and support; and A letter from the software publisher/rights holder (Computrition, Inc.) confirming the vendor is an authorized reseller or distributor of the software and associated licensing, in accordance with VAAR 852.212 72(c). Supporting evidence must be furnished in sufficient detail for the Government to determine the party s ability to comply with all requirements. Responses must be sent to the Contracting Officer, Jennifer Stringer, at jennifer.stringer@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete this proposed procurement based upon submitted capability statements is solely within the Government s discretion. Information received will only be considered for the purpose of determining whether to conduct a competitive procurement. No cost to the Government will arise from submission of responses to this announcement. Interested parties are responsible for adequately marking proprietary or competitively sensitive information.
