Description
The 131st Mission Support Group contracting office is issuing a Request for Proposal (RFP) using Simplified Acquisition Procedures to award a single firm-fixed price contract for non-personal services to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to replace the boiler in Building 290, Jefferson Barracks Air National Guard Station (ANGS). Repairs include replacement of the existing 1988 model year 336,000 BTU/h hot water boiler with a new high-efficiency condensing boiler. The project includes the installation of all associated boiler room copper piping, valves, 3-way valve, water treatment system, boiler controls, and the replacement of the existing pump and 2 HP pump motor. See attached Statement of Work. The contract duration will be 60 calendar days after notice to proceed to include inspections and punch list, which is negotiable. This project is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) code is 238220 with a small business size standard of $19 million. The magnitude of construction is between $25,000 and $100,000. The Government's budget for this project is $60,000. A pre-proposal conference and site visit will be held 7 January 2026 at 10:00 AM local time at the project site. To register for the site visit please email the following information to the POC on this notice by close of business 2 January 2026: - Full name as it appears of REAL-ID compliant identification: last, first, middle initial (if no middle initial, indicate as NMI) - Date of Birth - Driver's License Number and State of Issue Contractors with existing base access (e.g., current DBIDS contractor badge or military retiree ID) do not need to submit the above information but just need to confirm their planned attendance with the POC. Interested contractors are encouraged to attend. Interested contractors must be registered in the System for Award Management (SAM). To register go to www.SAM.gov. Instructions for registering are on the web page (there is no fee for registration). In accordance with FAR 36.211(b), the following information is provided: (1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements.
