Reference: ZION 240182, South Entrance and Visitor Center Road Rehabilitation ** This is a SSN for the purpose of conducting Market Research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both Large and Small Businesses. ** 1. Purpose: a. The purpose of this SSN is to gain knowledge regarding the types of interested businesses and their qualifications. Information obtained through this SSN by the NPS will be utilized to develop the acquisition strategy. The amount of interest, or lack thereof, will determine the possibility of a Small Business or other Socio-Economic Set-Aside for solicitation and award purposes. Analysis of the quality of responses to this SSN will be considered in the Market Research being conducted and in the making of any set-aside determination for this requirement.; b. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement; and c. No solicitation, proposal package, specifications, or drawings are available with this SSN. 2. Cost Reimbursement: Response to this announcement is strictly voluntary. No reimbursement will be made for any costs associated with providing information in response to this SSN, nor any follow-up information requests. 3. Bonding: Bid, Performance, and Payment Bonds are required. 4. North American Industry Classification System (NAICS) code: 237310 � Highway, Street, and Bridge Construction and Size Standard: $45M 5. Project Description: The project location is accessed through Springdale, Utah at the south entrance of Zion National Park. The work covered under this project will focus on roadway realignment between State Road 9 (Entrance road) over the Virgin River and the existing Zion shuttle maintenance building. This project will realign Visitor Center Road, install a new bridge over the Virgin River, install multiple roundabouts, reconfigure multiple parking lots to improve vehicular and pedestrian mobility through the project site, relocation and installation of electrical, water, sanitary sewer, and storm sewer utilities. Project Conditions: � The project is located at Zion National Park, Utah with closest project access site via Springdale, Utah. � Lodging or camping facilities are not available within the park. � The site requires protective measures to ensure the surrounding area remains undisturbed. � There are sensitive resource areas that will require mitigations to protect during construction. Daily work schedule will be required for all work occurring within archeologically sensitive areas. The Daily work schedule shall include: ? Starting and ending dates of ground-disturbing construction. ? Types of construction, such as clearing, topsoil stripping, structure or trench excavation, landscaping, and post construction cleanup. ? Methods and equipment used for each typer of construction. ? Plan for relocating work in the event of temporary work stoppages at each archeologically sensitive area. Project Scope: � Installation of roadways and a bridge within the project limits, including earthwork, grading, base course, and surfacing. Installation of a roundabout at the entrance to the Visitor Center at Visitor Center Road. This project requires at all times that traffic be maintained to the visitor facilities and bus maintenance facilities. � Installation of signs and striping throughout the project site. � Installation of drainage infrastructure to accommodate surface flows throughout the site. The infrastructure includes underground culverts in addition to ditches and swales. � Installation of landscaping treatments of impacted areas, including restoration areas of existing hardscaped/paved features to be abandoned. � Reconstruction of utilities (water, sanitary, electric, communications) to accommodate the infrastructure identified in this section. A. Magnitude of construction is more than $10 million. B. The surrounding area to the project is rural with staging located within the park at the project site. C. The work under this contract will be located on main park roads. Coordination will be necessary for equipment inspections, material delivery, and phasing of the project work to not interrupt the operation of shuttle buses during construction. D. The construction site is within 20 miles from nearest suppliers and lodging facilities. E. The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact. F. The site requires protective measures to ensure the surrounding area remains undisturbed. G. The work under this contract will be adjacent and over rivers that will require protective measures under this contract. H. The anticipated period of performance of 730 calendar days from notice to proceed. 6. Solicitation: At this time, DOI, NPS, DSC anticipates issuing a competitive Request for Proposals (RFP) around the Winter 2026/Early 2027; and awarding a single Firm-Fixed-Price (FFP) contract. 7. Submittal Instructions: Responses shall be captured by filling out (in its entirety) the attached Sources Sought Survey Questionnaire. The interested contractor shall respond no later than 9:00 AM Mountain Time (MT) on 29 June 2026 by emailing the questionnaire to Contracting Officer, Rachel Dyer, at rachel_dyer@ios.doi.gov.
