Description
The Naval Air Systems Command (NAVAIR) intends to prepare a Class Justification and Approval (CJ&A) for Other Than Full and Open Competition, in accordance with FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements," with Lockheed Martin Rotary and Mission Systems (LM RMS). The purpose of the CJ&A is to authorize and approve the issuance of a contract on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) for Non-Recurring Engineering (NRE) and production of a MH-60R variant aircraft for the United States Coast Guard (USCG). Additionally, LM RMS will deliver test aircraft, aircraft spares to support test and production aircraft, platform associated support including systems engineering, systems/project management, tooling, publications, obsolescence management and related data in support of these items. LM RMS is the Original Equipment Manufacturer (OEM) of the H-60 aircraft and is the only source with the proprietary data, expertise, technical data, equipment, and personnel required to provide in-depth programmatic, engineering, and logistics technical support for the H-60 Helicopter Program. No other firm possesses the required data and expertise on this equipment. Responsible sources may submit a capability statement, which will be considered by the agency. Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the H-60 Helicopter Program and must include personnel/resources specifically qualified to provide the supplies/services described. The capability statement must include your approach to accomplish this effort for the H-60 Helicopter Program. This notice is not a request for proposals and does not imply or promise that the Government intends to award a contract vehicle as a result of this notice or in response to any capability statements received. The Government will not reimburse any costs incurred to prepare responses to this notice.
