Description

Greater Los Angeles VA Health Care System had an urgent requirement for replace and calibrate fire suppression components, including nine sprinkler heads and pressure gauges, and perform valve exercises and water flow tests on standpipes. This was an emergency requirement that had to be completed immediately to prevent irreparable harm to the government, employees, and veterans being serviced at the GLAVAHCS. The unique characteristics that limited availability to only one source for this requirement were the immediate need for certified and calibrated pressure gauges, and the expert capability to exercise, test, and certify standpipes and valves, as well as replace corroded fire sprinklers, all within a 30-day period. The requested contractor, a Service-Disabled Veteran Owned Small Business, had an established record of reliability and cost-effective solutions across multiple VA facilities, including successful completion of numerous emergency contracts at the West Los Angeles Campus, always on time and on budget. The contractor's proven responsiveness, expertise, and familiarity with the specific fire suppression systems at the facility made them uniquely qualified for this urgent requirement. No other suppliers or services could have meet the immediate and critical safety needs, ensuring compliance and operational safety. Delaying award would have caused irreparable harm to the government, employees, and veterans being serviced at the GLAVAHCS.
