Description

Network Contracting Office 8 (NCO 8) intends to make a sole source award to CSIC Solutions LLC, as a Single Source Award IAW RFO 12.102 using Simplified Acquisition Procedures. Market research was conducted and determined that no other supplies or services can be used without causing disruption to the current system, requiring redundant coordination, and potentially compromising the reliability and safety of the boiler plant. CSIC Solutions is the only source capable of performing the required work in a manner that ensures compatibility, continuity, and minimal operational risk. The proposed procurement is to support the C.W. Bill Young VA Medical Center s Facilities Management Service which requirement is for the replacement of approximately 360 feet of 3 Schedule 80 welded feedwater piping, including associated fittings (90°, 45°, and tees), connecting the Deaerator (DA) Tank to the boiler system. The existing piping exhibits signs of corrosion, leakage, and inefficiency, which may compromise boiler performance, safety, and reliability. CSIC Solutions is the current provider of the Deaerator (DA) Tank under an active rental agreement and is presently engaged on-site. No other vendors were identified with an existing contractual relationship or operational familiarity with the DA Tank system. While other vendors may possess the technical capability to perform the required piping replacement, engaging a different contractor would necessitate additional coordination, introduce potential compatibility concerns, and risk disruption to the existing rental arrangement. CSIC Solutions is uniquely positioned to execute the work with full continuity of service, ensuring seamless integration with the DA Tank and minimizing operational risk to the facility. This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists, and no telephone or email inquiries will be accepted. No contract award will be made on the basis of proposals, or quotations received in response to this notice. This is strictly for market research purposes. Interested persons may identify their interest and capability to respond to the requirement and should furnish detailed data concerning their capabilities to provide supplies/services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The government may consider all Expressions of Interest (EOI) received prior to December 24, at 12:30 PM EST. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
