Description

This announcement constitutes a Pre-Solicitation notice (SYNOPSIS) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, ?FY25 MCA PN76898 Aircraft Maintenance Hangar, Wheeler Army Airfield, Oahu, Hawaii? as described within this announcement. This project is a Design-Bid-Build solicitation, utilizing Best Value Trade Off (BVTO) procedures in accordance with FAR Part 15. The Government intends to solicit this requirement as an unrestricted procurement. The North American Industry Classification code (NAICS) for this requirement is 236220. The Small Business size standard for this NAICS code is $45,000,000 annual average revenue. The Government intends to award a firm-fixed-price construction contract as a result of this solicitation. Please review the vendor registration instructions at: https://piee.eb.mil/xhtml/unauth/web/homepage/vendorGettingStartedHelp.xhtml.Project Description: Construct a medium standard design Aircraft Maintenance Hangar at Wheeler Army Airfield (WAAF), Oahu, Hawaii. The project includes an aircraft hangar; associated maintenance shops; shop administration area; maintenance support area; Tech Supply and Parts Storage; Aviation Life Support Equipment (ALSE) shop; Maintenance Company Headquarters; a hazardous material storage building; Petroleum, Oils, and Lubricants (POL) Storage building; Ground Support Equipment (GSE) covered storage; Associated Support Items of Equipment (ASIOE) covered storage; hangar access apron; aircraft washing apron; cyber security; information systems; fire protection and alarm systems; Closed Circuit Television (CCTV); Intrusion Detection System (IDS) installation; and Energy Monitoring Control Systems (EMCS) connection. The requirement includes supporting facilities such as site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, landscaping and signage. The project is designed to current National Fire Protection Association (NFPA), International Building Code (IBC), and National Electric Code (NEC) codes as well as applicable Unified Facilities Criteria (UFC) and the Army Standard Design for an aircraft maintenance hangar. The project is required to provide a new Aircraft Maintenance Hangar to support Combat Aviation Brigade (CAB) operations. This project addresses significant airfield readiness issues resulting from conducting rotary wing maintenance activities in the 1930s-era fixed wing hangars. This project is a critical component in maintaining high aviation operational readiness for a CAB at WAAF and supporting the Future Vertical Life (FVL) aircraft the Army is planning on fielding. The estimated period of performance is 1,186 calendar days for Base + Options. The Government anticipates the acquisition will be best value trade off based on the following criteria: 1) Past Performance; 2) Technical Approach; 3) Small Business Participation; and 4) Price. Project magnitude, in accordance with DFARS 236.204, is between $100,000,000.00 to $250,000,000.00.In accordance with FAR Subpart 22.5, Use of Project Labor Agreements for Federal Construction Projects, FAR Provision 52.222-33 and FAR Clause 52.222-34 will apply to this requirement. An organized site visit will be conducted at a date and time that is to be determined. It is the Offeror?s responsibility to check for any posted changes to the synopsis and solicitation.
