The United States Property and Fiscal Officer (USPFO) for New Hampshire intends to issue an Invitation for Bids (IFB) to award a single firm-fixed-price contract for non-personal services. The work includes providing all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the "Construct Apron Shoulder Pavement" project at Pease Air National Guard Base, NH. The project requires the addition of approximately 830 square yards of bituminous concrete pavement to the paved shoulder on the southerly side of the apron to accommodate wingtip clearance of the KC-46A aircraft. Work also includes the construction of a snow storage/melting depression and an associated catch basin that will be tied into the existing storm water system. The contract duration will be 120 calendar days after the notice to proceed. The magnitude of this project is between $250,000 and $500,000 in accordance with FAR 36.204(d). This action is being procured as a 100% Total Small Business Set-Aside. Only offers from small businesses for the NAICS code 237310 will be accepted. The tentative date for issuing the solicitation is on or about 5 June 2026. The solicitation closing date is tentatively planned for 8 July 2026. Actual dates and times will be identified in the solicitation. Award will be made to the lowest-priced, responsive, and responsible bidder. Interested bidders must be registered in the System for Award Management (SAM) at www.sam.gov. The solicitation and all associated information will be available only from the Contract Opportunities page at SAM.gov. All inquiries must be submitted in writing, as specified in the solicitation.
