Description
NOTICE OF INTENT TO SOLE SOURCE The 7th Contracting Squadron (7 CONS) at Dyess Air Force Base (AFB) intends to award a sole-source contract to WEAPONS AND TACTICS ALLIANCE GROUP INC. This contract is for the procurement of the Threat Emitter Adversary Kit 2 (TEAK 2). Extensive market research was conducted to identify potential sources. Techniques included a review of mandatory sources of supply in accordance with RFO 8.103, an evaluation of existing Government-Wide Acquisition Contracts (GWACs) per RFO 8.104(a)(2), and direct technical engagement with industry vendors. WEAPONS AND TACTICS ALLIANCE GROUP INC serves as the prime distributor and exclusive kit integrator for the Threat Emitter Adversary Kit 2 (TEAK 2) specific emitters. While the core Software Defined Radio (SDR)�the Ventriloquist 2 (VQT2)�is a product of Motorola�s Applied Technology Division, WEAPONS AND TACTICS ALLIANCE GROUP INC is responsible for integrating the SDR with the 50W amplifier, programming laptop, and all associated accessories into a singular, field-ready, TAA-compliant package. Market research and direct technical engagement have confirmed that WEAPONS AND TACTICS ALLIANCE GROUP INC holds proprietary ownership over the specific frequency capabilities and programmable waveform technology required for the 3 ASOG mission. This proprietary standing firmly establishes them as the sole responsible source capable of fulfilling this specialized Electromagnetic Spectrum Operations requirement. This acquisition is being conducted under the authority of RFO 12.102(a) (Commercial Products and Services): Only one source is available." A Justification and Approval for other than full and open competition has been prepared citing the proprietary nature of the required waveform technologies and system integration.
