Description

The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This PRESOLICITATION announcement is for the construction of the Bonneville Lock and Dam - Navigation Lock 1 Bridge Replacement located at Bonneville Lock and Dam, Cascade Locks, Multnomah County, Oregon. Project Scope: The project consists of replacing the existing bridge with a new fixed bridge on a new alignment and to provide for partial demolition of the existing bridge. The new fixed bridge will be a single-span steel girder bridge with a concrete deck. The bridge width will be 34�4�� out-to-out, with two 11�0� travel lanes, two 2�0� shoulders, a 5�0� sidewalk, and the superstructure will consist of four (4) built-up steel plate girders. The replacement bridge alignment is located immediately downstream of the existing bridge and, at its northern terminus, will fit entirely between the existing bridge and the Bonneville Power Administration transmission tower which is located to the south. Approach roadways will also be constructed to tie into the existing roadway alignment. The new fixed bridge will be located over the existing navigation channel and will provide an under clearance that is larger than is currently present under the existing bridge. The north abutment will be a concrete stub abutment with spread footing anchored into rock. The south abutment will be a concrete abutment that is supported by drilled shafts. To mitigate seismic hazards, portions of the existing bridge will be removed as part of the bridge construction requirement. The existing bridge provides for critical vehicular access to the Bonneville project that must remain open for the entirety of the construction project. This will likely require the contractor to construct the project in phases. In addition, lead and asbestos removal will be required as part of this requirement. Working within environmental and seasonal restrictions and barge crane lifting will be required in close proximity to a high voltage power line will also be necessary during performance of the required work. Acquisition Strategy: The solicitation will be an Invitation for Bid (IFB). Award will be made to the lowest priced, responsible, and responsive offeror. This acquisition will result in a single fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $10,000,000.00 and $25,000,000.00. Set Asides and Codes: This requirement would be solicited as �Total Small Business Set-Aside�. The North American Industrial Classification Code (NAICS) for this potential requirement would be 237310 � Highway, Street, and Bridge Construction. The PSC is Y1LB Construction of Highways, Roads, Streets, Bridges, and Railways. Bid Procedures: The solicitation will be posted on SAM.GOV website once it is issued. Bid Period: The solicitation is tentatively scheduled for release in July 2026. The tentative date for receipt of proposals will be in August 2026. Plans and Specifications: The Plans and Specifications will also be posted on beta.SAM.gov website once it is issued. System for Award Management (SAM): Offerors must register in the SAM at: https://www.sam.gov/portal/public/SAM/ prior to submission of bids and prior to receiving an award. Cybersecurity Maturity Model Certification (CMMC) level: The CMMC level anticipated for this requirement is CMMC Level 2 (Self). This CMMC level, or higher (see 32 CFR part 170), will be required prior to award and maintained for the duration of the contract for each contractor information system that will process, store, or transmit Federal contract information (FCI) or controlled unclassified information (CUI) during performance of the contract. THIS PRE-SOLICITATION NOTICE IS FOR THE PURPOSE OF INFORMING INDUSTRY THAT THIS SOLICITATION WILL BE POSTED ON SAM.GOV IN JULY 2026. THIS NOTICE IS NOT AN INVITATION FOR BIDS, AND ANY BIDS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS PRESOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
