Description
Department of the Army, Mission and Installation Contracting Command (MICC) - Fort Hood The Mission Installation Contracting Command (MICC)-Fort Hood intends to procure 24-hour alarm monitoring services for Carl. R. Darnall Army Medical Center (CRDAMC) on a sole-source basis for a commercial service, in accordance with FAR 12.102(f)(1). The Government intends to award a firm-fixed-price contract to Transnet Communications LLC. The basis for this sole-source determination is that Transnet Communications LLC is the proprietary owner of the alarm monitoring system currently installed and operating at the three clinic locations. No other vendor possesses the proprietary rights or technical capability to monitor or maintain the existing Government-owned equipment. Awarding another source would result in substantial and unacceptable duplication of cost to the Government to replace the entire security infrastructure. The NAICS code for this procurement is 561621, Security Systems Services (except Locksmiths), with a size standard of $25 million. The requirement consists of 24/7/365 intrusion detection system monitoring and remote telephonic technical support for three (3) of Carl R. Darnall Army Medical Center (CRDAMC) community-based clinics. This service will notify Fort Hood personnel and local authorities when an intrusion alarm is activated, allowing personnel to be dispatched in the event of an intrusion. This system provides clinic electronic security surveillance and pharmacy electronic security monitoring and reporting. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. No solicitation document is available. However, all responsible sources who believe they can meet the requirements may submit a capability statement which shall be considered by the agency. A decision by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responses must be received no later than 12:00 PM noon Central Time on May 1, 2026. Responses should be emailed to Nelva March at nelva.l.march.civ@army.mil
