TOTAL SMALL BUSINESS SET-ASIDE PROJECT NUMBER: CA ERFO FS LSPDR 2023-1(1B) PROJECT NAME: BLACK MOUNTAIN ROAD PROJECT DESCRIPTION: Black Mountain Road, also known as Paso Robles Radar Road, provides access to the Paso Robles California Air Route Surveillance Radar (ARSR) site, where continuous safe access to the facility is required. From the intersection with the County Road, the lower section of the road is 3.0 miles of Forest Service Road 29S02 (aka Navajo Road). The lower section facilitates public access to campgrounds and other roads within the National Forest. The upper section of the road is 3.9 miles of Forest Service Road 29S10 (aka Black Mountain Road). The upper section only provides access for Federal Aviation Administration (FAA) staff to the radar facility, with a gravel spur road providing access to AT&T and a private antenna site (the South Peak area), and to a few intersecting Off-Highway Vehicle (OHV) trails. PROJECT DETAILS: This project will rehabilitate and reconstruct approximately 6.9 miles of a paved (asphalt) access road to the Paso Robles Long Range Radar site beginning at the FS boundary at milepost 0.3 and ending at the gate of the FAA radar site at approximately milepost 7.22. The project will also include drainage improvements and provide safety improvements where feasible. The project will consist of a 4-inch full depth reclamation (FDR) of the roadway pavement and 2-inch asphalt overlay. Cleaning or replacement of damaged or missing drainage flumes, cleaning of drainage flumes and culverts, adding embankment material to eroded areas, and installation of delineators and object markers. Roadway cross slopes vary but will be replaced to closely match existing conditions with minor adjustments made to direct runoff to new drainage flume locations. Traffic control will be required to maintain access to radar and communication sites during construction.
