PURPOSE/DESCRIPTION 1. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Government is under no obligation to acknowledge receipt of submissions or of the information received, or to provide feedback to respondents with respect to any information submitted under this announcement. This Sources Sought seeks information to identify qualified industry partners with the capability and experience to execute the demolition of a decommissioned U.S. ground-based radar facility located in West South Central, United States. Efforts will include, at a minimum, the demolition of legacy one-story structures and outbuildings, the 2-mile-long linear dipole array antenna, as well as the removal of all other ancillary site infrastructure. The demolition scope must include deconstruction or sustainable demolition where high-value materials, through an �exchange process,� are disposed of as salvage for the demolition work with most of all the other non-salvageable materials being recycled verses traditionally landfilled. The Government will define the end state in the solicitation and request vendors to describe what end state conditions are standard. This Sources Sought Announcement is issued solely for informational and planning purposes only and is not a solicitation. 2. Information Requested: Interested parties are requested to provide information addressing the following: A. Past Performance: Provide brief summaries for up to three (3) past projects, within the last five years, commercial and/or Government, where the demolition of facilities and infrastructure was performed and the scope included deconstruction / sustainable demolition tasks. Include contract number, scope, and total project value of each. B. Technical Capability and Approach: Describe your technical approach for performing deconstruction / sustainable demolition. Does your deconstruction scope include the option to trade high-value salvageable scrap for the comparable labor and material costs to remove the scrap? Describe your cost estimating approach for deconstruction / sustainable demolition. Explain how you calculate and apply the expected value of the salvageable material against the total project execution cost. If applicable, explain how construction salvage marketplaces, like Rheaply or Contractor Supply Exchange, are used to price and sell high-value salvageable materials produced because of demolition. C. Acquisition Strategy Recommendation Based on the scope of work, recommend a contract type (e.g., Firm-Fixed-Price, Cost-Plus-Incentive-Fee, etc.) that would be most appropriate for this project and provide brief justification for your recommendation. Additionally, if a Memorandum of Agreement (MOA) would be more applicable to this scope of work, please suggest/recommend. II. SMALL BUSINESS CONSIDERATION 1. The assumed pertinent NAICS code for this announcement is 238910. 2. Any business, regardless of size, in this area of expertise are encouraged to respond. Responses from small and small disadvantaged businesses are highly encouraged and the Government encourages teaming/partnering. 3. This requirement involves data that is subject to export control requirements under the Arms Export Control Act (Department of State) or the Export Administration Regulations (Department of Commerce). Interested parties desiring to do business with the Space Force shall be registered in the DoD Central Contractor Registry with a CAGE code. III. SUBMISSION INSTRUCTIONS 1. Responses to this RFI must be received no later than 21 days from posting. Responses should be no more than ten pages, contain no password protection and be submitted to [email protected]. 2. SSC Advisory and Assistance Services (A&AS) support contractors are supporting the Government on this effort.
