THIS IS NOT A REQUEST FOR BID � PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Denise Martinez) for receipt by close of business (2 p.m. local Denver time) on June 17, 2026: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm�s capability to bond for a single project of $2 million, and your firm�s aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the CO NP ROMO 407(1) Holzwarth Culvert project in which you performed construction of steel girder bridge, bridge abutments, micropiles, stream diversion, riprap, aggregate roadway surfacing, electrical line relocation, and temporary widening in resource sensitive areas. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ PROJECT NAME & NUMBER: CO NP ROMO 407(1) Holzwarth Culvert PROJECT DESCRIPTION: This project will replace the deficient Holzwarth Culvert (Structure No. 1520-029S), a six-barrel corrugated metal arch pipe culvert on the Holzwarth Access Road with a steel girder bridge. Located in Rocky Mountain National Park, approximately nine miles north of Grand Lake, CO, along US HWY 34 at an elevation of 8,900 feet, the culvert conveys flow from the Colorado River and provides access to the Holzwarth Historic Site. The purpose of this project is to prevent future roadway damage and flooding while maintaining access to employee housing, the historic site, and National Park Service and Forest Service recreation opportunities. SCOPE OF THE WORK: The project will consist of removal of the existing six barrel culvert and construction of a new steel girder bridge with a cast in place concrete deck. New bridge abutments and micropiles. Temporary stream diversion and riprap. New aggregate roadway surfacing. Relocation of an existing electrical line. Relocation of existing historic head gates into a new concrete slab. Access to the site is through a gate at the south end of the Holzwarth Historic Site Parking Lot and along the Holzwarth Culvert Access Road. The Holzwarth Culvert Access Road is approximately 13� wide with tight turns. Temporary widening will be necessary to prevent truck off tracking on to sensitive environmental resources. A temporary truck turnaround will also be necessary as no construction access is allowed more than 100� west of the bridge. PRINCIPAL WORK ITEMS: 20304-2000 Removal of Bridge: 1 EACH 30202-2000 Roadway Aggregate, Method 2: 120 TON 55504-0000 Prefabricated Steel Bridge (10� wide x 48� long modular steel vehicular bridge): 1 LPSM 56701-0000 Micropile (8.68� dia.): 180 LNFT 62801-0000 Temporary Stream Diversion: 1 LPSM ANTICIPATED SCHEDULE: Advertisement � October 2026 Award � December 2026 NTP � December 2026 Contract Completion � November 2027 ESTIMATED COST RANGE: Total estimated cost between $700,000 and $2,000,000.
