Description

This pre-solicitation notice is to inform potential offerors that the Rome Community Based Outpatient Center (CBOC) in Rome, NY will be posting a solicitation (36C24226R0084) on or about April 14th, 2026, to provide all labor, materials, tools, equipment, and supervision necessary to complete the Replace Boiler Stack Rome CBOC project(528A7-18-707). This project is necessary to demolish two (2) existing boiler exhaust stacks and one (1) generator steam relief stack, the concrete / masonry chimney structure and seal the existing roof. The construction and instalation of two (2) new steel boiler exhaust stacks, the steel support structure, and one (1) steel generator exhaust pipe at the Rome CBOC, 125 Brookley Road, Rome, NY 13441. It has been determined that there are qualified firms in accordance with Public Law 109-461 that are capable of performing under NAICS Code 238220, "Plumbing, Heating, and Air Conditioing Contractors with a size standard of $19M. Therefore this procurement is 100% set-aside for SDVOSB businesses. The estimated construction value of this project is between $500,000 and $1,000,000. Information regarding the scheduled site visit will be stated in the Solicitation. Bid bonding will be required to respond to this RFP once released. OBTAINING SOLICITATION MATERIAL Solicitation materials consisting of the Information for Proposal Details, Specifications, Drawings and Contract Forms will be available on http://www.sam.gov in electronic format only. These should be available on or about April 14th, 2026. An Offeror's mailing list, list of interested parties and/or list of attendees at site visits WILL NOT be prepared nor distributed by the Contract Specialist. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.sam.gov. Paper copies of the amendments will NOT be individually mailed. No other notification of amendments will be provided. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation and attaching to their bid. All bids and correspondence will be by email only to the Contracting Officer: Michael.Spivack@va.gov.
