Naval Facilities Engineering Systems Command (NAVFAC) Southeast (SE) is seeking industry feedback for the Nuclear Power Training Facility Simulation Expansion. The purpose of the Industry Day is to generate interest and explain a highly complex project (CUI, seismic, multiple buildings, multiple phases, multiple site improvements and repairs, early delivery on one of the buildings, etc.) This will be an excellent opportunity for contractors with North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction, and similar construction experience to learn more about this upcoming project and the acquisition strategy. Project Description The Nuclear Power Training Facility Simulation Expansion at JBC construction award is planned for 4th quarter FY2026. This MILCON project will construct the following facilities and infrastructure improvements: Two-story Training Support Building (TSB). Multi-story High Bay (HB) simulator building. Mechanical Building (MB). Improvements to electrical, water, sanitary, storm water, and telecom utility distribution infrastructure to support the new facilities. Causeway widening, utility upgrades, and raising road elevation. Building deep foundation construction. Roadway and pedestrian capital improvements. Construction of an electrical power substation in and associated electrical feeds to the site. Reconstruction of existing parking spaces and construction of additional parking spaces. Some of the project documents for this MILCON have been designated Controlled Unclassified Information (CUI). CUI materials require restricted access, unique markings, and physical safeguards. Contractors bidding on this job should be familiar with DOD Instruction 5200.48, Controlled Unclassified Information (CUI) and its provisions. During the solicitation, Contractors will be issued the CUI documents after signing Non-Disclosure Agreements. Since this asset will be constructed on a US Air Force installation and has CUI handling requirements, U.S. firms using U.S. citizens must perform, all construction. Certain aspects of construction will require Contractor personnel to be subjected to trustworthiness determinations. The information in this narrative has been screened and is not considered CUI. The estimated project range of construction is between $250,000,000 and $500,000,000. This event is open to all contractors and is not restricted to those currently under contract with NAVFAC. This announcement is not a contract, request for proposal, promise to contract, or commitment of any kind on the part of the Government. NAVFAC will not assume responsibility for costs incurred by attendees for their travel expenses for marketing event.
