Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a contract modification in support of the Maritime Strike Tomahawk (MST) capacity increase effort to ensure continuity of production and to mitigate schedule risk to fleet delivery objectives. This effort supports increased production throughput of MST-configured Tactical Tomahawk (TACTOM) All-Up-Round (AUR) missiles in response to emerging operational demand and approved production profiles. The anticipated contract modification will provide for production capacity enhancements, including but not limited to manufacturing process improvements, procurement of long-lead materials, tooling and facilities upgrades, workforce stabilization, and other production-enabling activities necessary to increase or sustain MST production rates. The scope of this effort is intended to reduce gaps in production, address supplier and industrial base constraints, and support timely execution of planned and future MST lot deliveries. The period of performance is anticipated to be up to two years. Contract award is anticipated in Second Quarter Fiscal Year (FY) 2026. This requirement supports the production and delivery of MST-capable TACTOM Block V / Va AUR missiles in quantities as authorized and appropriated by Congress. MST-related production activities will remain aligned with ongoing TACTOM recertification and modernization efforts to ensure efficient integration and delivery. NAVAIR intends to award this effort to Raytheon, P.O. Box 11337, Tucson, AZ 85734-1337, as the only responsible source with the requisite technical data, manufacturing capability, and production experience necessary to execute the MST capacity increase within the required schedule and without unacceptable duplication of cost. Raytheon solely possesses the current configuration and manufacturing data for the Tomahawk Block IV AUR missile, the seeker suite, and the installation of the seeker suites into the Block IV missiles during recertification in order to deliver a Block Va TACTOM AUR. They are the only source capable of performing the required integration and testing. Raytheon maintains and controls both the Level III TDP and the manufacturing documentation for the Block IV AUR as well as the Level III TDP for the Seeker Kit, and the TDP for the Block Va AUR. Because a detailed knowledge and expertise of the Tomahawk Block IV, V, & Va AUR missile is required to conduct tasking under this contract, Raytheon is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives.
