Phase 1 � White Paper submissions will only be accepted during the specified period and shall be prepared in a accordance with the formats in Attachment 1. The Government is inviting offerors to submit White Papers with strategic sourcing solutions for HC services, as specified in individual Area(s) of Interest (AOIs).
