Description

This National Aeronautics and Space Administration (NASA/Glenn Research Center (GRC) is establishing the Technical Library for all potential offerors to the Fission Surface Power (FSP) System Announcment for Partnership Proposals (AFPP). It is expected that the Technical Library will be updated periodically through the acquisition period. It is the potential offeror's responsibility to monitor the website for updates to the technical library. Fission Surface Power System Background Fission surface power (FSP) is both an essential and sustainable segment of the lunar and Mars power architectures for future human space exploration missions. NASA intends to advance this critical technology to be able to support a future lunar economy and power generation on Mars. The Fission Surface Power System is expected to operate on the lunar surface in proximity to crewed and uncrewed lunar assets, including human-rated landers, rovers, and pressurized habitats. The objective of the Fission Surface Power System effort is to energize the space industrial base to support a future lunar economy through the deployment of advanced fission power technology to the surface of the moon. THIS IS NOT A REQUEST FOR PROPOSALS. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government to enter into a contract. 12/5/25 All previous uploaded zip files have been deleted and replaced with individual documents. This change will facilitate the update of individual documents moving forward, as needed. The FSP Technical Library Contents document has also been updated accordingly. 12/10/25 To accurately reflect the corresponding reference documents, Attachment 6 - Draft User Interface Requirements has been updated. Potential offerors should utilize the rationale that is provided within the reference document itself. Additionally, the FSP team will be periodically posting additional resources that may be of interest to potential offerors within this library. Please see the updated FSP Technical Library Contents spreadsheet. These documents will be listed under the section titled "Additional Resources for Potential Offerors". Please note that any of the additional resources provided are not requirements documents. Access to Export Controlled content in the Technical Library To request access to Export Controlled content, you must provide a completed �FSPS Export Control Request Form� via email to Matthew.T.Evans@nasa.gov and Linda.M.Nabors@nasa.gov. When responding, reference FSPS Export Control Request Form in the subject line. After the request form is submitted, please log in to SAM.gov and click the request access button in the Attachments/Links section of the announcement. The www.sam.gov system help webpage is available here: www.sam.gov/help All foreign nationals from designated countries covered by a Programmatic Technology Transfer Control Plan (PTTCP) or requiring access to export controlled information are required to have an Individual Technology Transfer Control Plan (I-TTCP) with a Non-Disclosure Agreement (NDA). Foreign nationals from non-designated countries requiring access to export-controlled information covered by a P-TTCP are required to comply with the International Partner or Foreign National Certification contained in the P-TTCP.
