Vendor registration (summary)

To receive many Texas agency bid notices, vendors register on the CMBL through the Comptroller vendor system. ESBD is where you search open solicitations. Fees listed below are paid to the state of Texas when required; verify current amounts on the official site.

Fees: CMBL annual fee is commonly about $70 paid to the State of Texas (confirm on the Comptroller site; amounts change).

Often NIGP commodity codes (copyrighted system used by many states; use the official portal pick-lists).

Texas HUB certification is separate from CMBL registration.

What usually goes wrong

  • CMBL profile incomplete or unpaid while you only watch ESBD, so agencies never put you on bid lists.
  • NIGP codes too broad or stale, so you get noise or nothing.
  • Assuming Texas SmartBuy catalog registration replaces CMBL for bid invitations.
  • Looking for Texas agency RFPs only on SAM.gov instead of ESBD.

Does this page list open Texas state RFPs?

No. This page links to official Texas procurement portals such as ESBD · SmartBuy · CMBL · LBB and summarizes registration. GovGazette does not yet index full state agency bid firehoses. Open federal notices with place of performance in Texas are on the federal Texas hub.

Do I need SAM.gov and Texas vendor registration?

Often yes if you pursue both federal and Texas state work. SAM covers federal eligibility and UEI. Texas portals cover state agency bid lists and e-procurement. Completing one does not finish the other.

Are state registration fees paid to GovGazette?

No. Any registration fee is paid to the state (or its designated portal operator). Verify current amounts on the official site. Paid private expediters are optional and separate.

Will GovGazette register me on the state portal?

Not from this form. You can register interest if we launch assisted multi-portal help later. Until then, use the official portal links and free APEX counseling when you need hands-on help.

Where do I get free help with registration paperwork?

APEX Accelerators (formerly PTACs) provide free or low-cost counseling. Find a local office at https://www.apexaccelerators.us/. They will not bid for you, but they unstick SAM and state portal paperwork.

What commodity codes does Texas use?
