Checklist

  1. Create an eSystems user profile with the Texas Comptroller.
  2. Apply for CMBL (and HUB certification separately if you qualify and want that path).
  3. Pay the CMBL annual registration fee to the state when prompted.
  4. Keep NIGP or commodity selections accurate so agencies can find you.
  5. Watch ESBD (and your email) for solicitations that match your profile.

Often NIGP commodity codes (copyrighted system used by many states; use the official portal pick-lists).

Texas HUB certification is separate from CMBL registration.

What usually goes wrong

  • CMBL profile incomplete or unpaid while you only watch ESBD, so agencies never put you on bid lists.
  • NIGP codes too broad or stale, so you get noise or nothing.
  • Assuming Texas SmartBuy catalog registration replaces CMBL for bid invitations.
  • Looking for Texas agency RFPs only on SAM.gov instead of ESBD.

Do I still need SAM.gov?
