Complete PASS vendor registration as directed by OCP.
Select commodity codes carefully (NIGP is commonly referenced in DC).
Monitor PASS for solicitations.

Often NIGP commodity codes (copyrighted system used by many states; use the official portal pick-lists).

Free or low-cost counseling is available through APEX Accelerators (formerly PTACs). Find your local office at apexaccelerators.us. They will not bid for you, but they unstick paperwork.

What usually goes wrong

Wrong commodity or NIGP selections mean agencies never invite you to bid.
Registering on a catalog or ordering site is not the same as the bidder list.
Active SAM.gov registration does not put you on a state vendor list (and the reverse is also true).
State agency RFPs usually are not on SAM.gov. Federal place-of-performance notices are a different search.

Is District of Columbia vendor registration free?

Many state portals charge nothing or only a small state fee. Confirm any fee on the official site. Never pay a third party who claims they can replace free official forms without explaining what you are buying.

Do I still need SAM.gov?

Yes for most federal prime work. District of Columbia registration does not create a SAM Unique Entity ID. Start with the SAM.gov registration walkthrough if you need both tracks.

Should I pay an expediter?
