Do I need SAM.gov and Virginia vendor registration?

Often yes if you pursue both federal and Virginia state work. SAM covers federal eligibility and UEI. Virginia portals cover state agency bid lists and e-procurement. Completing one does not finish the other.

Are state registration fees paid to GovGazette?

No. Any registration fee is paid to the state (or its designated portal operator). Verify current amounts on the official site. Paid private expediters are optional and separate.
